The City of Vallejo is evaluating renter protection and housing stability measures as part of its 2023-2031 Housing Element implementation. Housing Element Program F 1.1.3 calls for consideration of four policy areas to help protect residents from displacement while supporting continued housing development:
- Rent Stabilization: Limits on the amount and frequency of rent increases for covered rental units.
- Just Cause for Eviction: Requirements that tenancy terminations be based on specified reasons, with potential relocation assistance for certain evictions.
- Tenant Anti-Harassment Protections: Prohibitions on specified conduct that inteferes with tenants' lawful occupancy or exercise of their rights.
- Tenant Right to Counsel: Access to legal advice or representation for eligible tenants in eviction proceedings or other covered housing disputes.
A Market and Feasibility Study will evaluate these measures using Vallejo-specific housing data and legal and fiscal analysis. The study will examine potential coverage and exemptions, policy options, administrative and enforcement responsibilities, staffing and program costs, funding sources, and potential effects on tenants, property owners, and housing development.
The study is included in the consultant scope for the grant-funded Downtown Vallejo Specific Plan Update and will address citywide renter protection and housing stability conditions.
