Mare Island Specific Plan

This project is a comprehensive update to the Mare Island Specific Plan, originally adopted by the Vallejo City Council in 1999. The draft plan, submitted by the Mare Island Company (MIC) in October 2024, envisions redeveloping Mare Island into nine livable, connected, and diverse neighborhoods, each with a unique character and a variety of development patterns inspired by the island’s history and ecology. The draft land use plan is estimated to accommodate up to 14,000 homes and between 14,900 and 17,000 jobs.

  • Some of the key objectives outlined in the draft include:
  • Increasing job diversity, with an emphasis on returning to local manufacturing. 
  • Allowing more housing and a greater variety of housing types.
  • Creating walkable, convenient, and healthy neighborhoods.
  • Modernizing mobility strategies.
  • Promoting a diverse, equitable, and multi-generational community.
  • Fostering resilient buildings, infrastructure, and landscapes.

PROJECT STATUS

The City transmitted a consolidated comment letter on the initial draft Mare Island Specific Plan to Mare Island Company on February 7, 2026. The comment letter identified requested revisions, suggested and advisory changes, future study and analysis items, and related implementation topics that need to be addressed in the next draft. City staff is currently meeting with Mare Island Company to discuss the City’s comments and support preparation of a revised Specific Plan package. The next draft will need to include additional supporting components, including an infrastructure and financing plan, along with implementation details necessary for the City to continue review of a more complete Specific Plan package. The City Council received an informational update on the Mare Island planning process on April 27, 2026, including updates on the Specific Plan, environmental review, infrastructure planning, development agreements, Beautification Plan, Connolly Corridor Project, and Coral Sea Village Subdivision. Next steps include continued coordination with Mare Island Company, completion of NEPA documentation, release of the CEQA Notice of Preparation, continued drafting of the Infrastructure Plan and Financing Plan, submittal of a second draft Specific Plan package, and preparation of the Draft EIR for public review.
