Construction and Demolition Debris Recycling

The City of Vallejo's C&D Debris Recycling Ordinance and 2025 California Green Building Standards Code Section 4.408 and 5.408 state that covered projects are required to recycle and/or salvage for reuse a minimum of 65% of nonhazardous construction and demolition waste. The City's C&D ordinance further requires at least 75% of all concrete and asphalt generated from the project be recycled or otherwise diverted from landfill.

Residential and commercial construction projects must comply if they meet one of the following criteria:

  • Project is valued at $50,000 or more; or
  • Project is 1,000 square feet or larger

All demolition projects, regardless of value or size, are also required to comply. Noncompliance may result in a penalty fine assessed at 3% of your project value. The Construction and Demolition Debris Recycling Ordinance can be found in Chapter 7.53 of Title 7, Section II of the Vallejo Municipal Code.

Phase 1: Submitting a Waste Management Plan (Before Permit Issuance)

1. Fill out the top section of the WMP form with your project information to the best of your ability

2. Complete the Before Construction Tonnage Estimate and Estimated Diversion Rate sections—we understand this is just a projection and will not hold you to these figures

3. Email the completed form and your permit number to  the City's Recycling Coordinator for review.

Phase 2: After Project Completion (Before Final Inspection)

You must submit PDF copies of all weight tags from the facilities where debris was recycled or disposed of. City staff will use this information to complete the Actual Tonnage section of your WMP. If materials were salvaged for reuse or otherwise diverted from landfill and weighing was infeasible, a photo accompanied by the height, length, and width of the item may be submitted. A final building inspection cannot be completed until this review is approved.

If any materials were reused or otherwise diverted from landfill, please submit a photo of the material(s) with its length, width, and height. 

How do I get copies of weight tags?

Please ensure you inform the scale house employees that you need copies of weight tags for your materials. You must indicate the material type (e.g. C&D recycling) of your load. Do NOT assume your materials will be automatically recycled. Please contact the facility you used to recycle and/or dispose of your debris if you are obtaining tags after you have already left the facility.

Is there a hauling company I need to use? Can I use my own dumpster?

Per the City's franchise agreement with Recology Vallejo, they are the only company permitted to provide debris box (dumpster) service in Vallejo. You may self-haul your own debris as long as debris boxes are not used. Contact Recology Vallejo to request specifically C&D debris box for your recyclable materials. Contents of a general debris box will be landfilled and will not count towards your diversion credit.

Where should I self-haul my debris?

The Devlin Road Transfer Station, located at 889 Devlin Road in American Canyon, is the closest C&D recycling facility to Vallejo. Rates and more information can be found on their website.
