Every city in California, including Vallejo, is required to maintain a General Plan—a comprehensive, long-term blueprint for managing land use, growth, and development. Propel Vallejo: General Plan 2040 is the city's guiding document, shaping how Vallejo evolves through 2040.

The General Plan covers Vallejo’s Planning Area, which includes the city limits, surrounding Sphere of Influence (SOI), and unincorporated islands. It provides policies and actions designed to build a thriving community—conserving natural resources, enhancing public safety, supporting economic growth, and fostering community well-being. Specific Plans

A Specific Plan is a detailed policy and regulatory document that guides development within a defined area of a city. Unlike a General Plan, which provides broad, citywide guidance, a Specific Plan focuses on a particular neighborhood, corridor, or district, addressing land use, infrastructure, design, and community needs in greater detail. These plans ensure that development aligns with the city's overall vision while tailoring policies to the unique characteristics and goals of the area.
